Huawei's 2026 HarmonyOS incentive closes on 25 September: what should businesses decide now?

What changed and which dates matter
Huawei's current programme page states that individuals, companies and development service providers may participate. Registration runs from 15 April to 25 September 2026. A qualifying application must be completed during the programme period, from 12 March to 30 September, and be formally listed for the first time in Huawei AppGallery for HarmonyOS 5.0 or later.
Submitting for review on 30 September is not sufficient if the listing has not been approved. Huawei recommends allowing at least one week for review and adjustment. Cash awards are limited and ordered by the time an eligible app is first formally listed, on a first-qualified, first-served basis. The cumulative cash incentive for one developer entity is capped at RMB 1 million. Eligibility therefore does not guarantee an award.
Scope and eligible region
The programme applies to developers whose account is registered in mainland China and to apps published for mainland China; the page excludes Hong Kong, Macao and Taiwan. A business should register through the developer account that will actually publish the relevant app and verify eligibility, app classification and the governing agreement in that account.
This update is most relevant to businesses that:
- already operate a mature app or service and have fixed the essential HarmonyOS scope and data connections;
- are in delivery and can complete testing, filing, review and formal listing with room for remediation;
- have registered but have not verified merchant service, receiving-account or conflicting-incentive conditions; or
- need to decide whether to continue, narrow the first release or withdraw from this programme window.
Five actions to take now
1. Verify the account and application today
The enterprise account owner should confirm registration status, app ownership, account registration location and publishing region in the programme and developer consoles. Do not defer entity and account ownership until after development.
2. Plan backwards from formal listing, not submission
Put scope freeze, testing, privacy and filing material, submission, remediation and resubmission on one schedule. Huawei advises at least one week for review and adjustment; the business should add contingency based on the app's complexity and previous review experience.
3. Keep a complete but narrow first-release journey
Prioritise the task users must complete, dependable data, essential account and payment journeys, and named post-launch ownership. Extra untested features can increase review and operating risk while consuming the time needed for remediation.
4. Complete merchant service by 30 September
Huawei says an applicant that has not successfully opened merchant service by 30 September is treated as giving up the incentive. Finance and the account owner should verify the entity, receiving account, review status and any outstanding evidence now.
5. Check incentive conflicts and ongoing-operation obligations
The programme cannot be combined with other 2026 HarmonyOS app incentives. Huawei also requires an app to remain listed and operate lawfully through 31 December 2026 after its first incentive. Release operations, monitoring, support, content and compliance therefore belong in the budget; 30 September is not the end of the product commitment.
Business and delivery implications
Model the HarmonyOS audience, essential capability, adaptation and testing, third-party services, listing evidence, operations and future releases separately. Treat an incentive as a possible reduction in investment—not confirmed revenue or the reason for the product to exist.
Where an established product can reuse proven business rules and backend services, the first release can focus on the HarmonyOS experience, identity, notifications, payments or device-specific capability and the evidence required for listing. If critical third parties are untested, permissions are unresolved or no business owner exists after launch, schedule pressure is likely to move unresolved work into review and live operation.
Decision and acceptance checklist
- Registration is confirmed in the programme console, and the developer account owns the app.
- A defined audience and complete first-release task support the decision independently of the incentive.
- The schedule covers tests, evidence, review, remediation and formal listing—not submission alone.
- Finance or the account owner has confirmed merchant-service and receiving-account status.
- Conflicts with other 2026 HarmonyOS incentive programmes have been checked.
- An owner and budget exist to keep the app operating and maintained for the required period.

Common mistakes
Treating a 30 September submission as completion. The programme requires a formal listing; an application still under review does not qualify.
Budgeting the incentive as certain income. Funds are limited and prioritised by qualifying formal-listing time.
Ending the project when the app goes live. The programme includes continued listing and lawful-operation conditions, while the company remains responsible for the live service.
Leaving account and payment administration until last. Developer-account ownership and merchant-service approval are explicit conditions that can disconnect completed work from programme eligibility.
